Barbara Martinez
FBI
Barbara Martinez is a seasoned FBI professional with over 30 years of experience in national security, major crime investigations, and interagency program management. As Assistant Section Chief for Counter-IED at the FBI’s Critical Incident Response Group, she led daily operations of the Joint Program Office for Countering IEDs, collaborating with the Departments of Justice, State, Defense, and Homeland Security. She helped develop two U.S. policies to counter global IED threats and oversaw training programs for all U.S. public safety bomb technicians.
Previously, as Supervisory Special Agent on the Joint Terrorism Task Force, she led multiagency teams to disrupt terrorist plots. As Unit Chief of the FBI's Weapons of Mass Destruction Unit, she coordinated national response plans for nuclear threats, co-developed joint public health–law enforcement investigation protocols, and played key roles in the 9/11 and Anthrax investigations. She is also a skilled writer of national policy and technical guidance for bomb technicians.
